Treason has names: who is in charge in the occupied territories of Ukraine

In the temporarily occupied territories of Ukraine, the Russian regime has established strict control, relying on the so-called “authorities”. These are not legitimate governance structures, but tools of the Kremlin's criminal occupation policy. The people who hold positions in them do not work in the interests of local communities or people. Their activities are completely subordinated to the tasks of the occupation administration: suppression of Ukrainian resistance, forced russification, integration of the territories into the legal and economic field of the Russian Federation, and outright robbery of the Ukrainian people and state. Each of our “heroes” is a defendant in cases of crimes against Ukraine and its citizens. They are suspected of treason and subject to international sanctions, and although the trials are still pending, the names of these individuals are already written in history as synonymous with treason. Knowing these names is also a weapon in the fight for de-occupation. That is why we are starting to publish dossiers on those who actively cooperate with the occupiers, contributing to the realization of their crimes.

Albert Kurshutov

Life before the occupation. Until 2014, he was a businessman, director of the Yalta Sea Animal Theater “Aquatoria”, and had ties to the influential Yanaki clan. In 2014, immediately after the Russian occupation of Crimea, he received a degree in Ukrainian public administration in Kharkiv.

Cooperation with the occupation regime. Kurshutov became one of the mouthpieces of the occupation propaganda, for which he was awarded the “Minister of Information” position. He was an active participant in “Crimean Tatar meetings” organized by the occupiers, where participants told how well the Crimeans were living after the annexation. He publicly demonstrates loyalty to the occupation commander, Aksyonov. Kurshutov's main task is to impose Russian narratives on the population and suppress any manifestations of Ukrainian identity.

Zakhar Shcheglenko

Life before the occupation. Information is limited. It is known that he graduated from the Karazin Kharkiv National University, was engaged in entrepreneurship, and worked in local government in Ukraine.

Cooperation with the occupation regime. He was appointed by the occupation authorities to the position of the head of the Leninsky district, and later - the “Minister of Housing and Communal Services”. He is a direct implementer of Russian programs that are disguised as caring for the population (such as “comfortable urban environment”), but aim to integrate Ukrainian territories into the Russian system and create the appearance of “improvement” under occupation. He may pretend to be a “technocrat,” but each of his signatures is an act of subordination of Ukrainian Crimea to the Kremlin.

Oleksiy Natarov

Life before the occupation. A native of the Khabarovsk Territory, a urologist from Voronezh. He had nothing to do with Ukraine.

Collaborated with the occupation regime. Brought by Russia to the position of the so-called “Minister of Health” of Crimea. His key task is the complete russification of the medical industry: the destruction of the remnants of the Ukrainian medical system, the displacement of Ukrainian specialists, and their replacement with Russian personnel (in particular, in Yalta). This is a deliberate policy of occupation carried out under the guise of health care “reform”.

Larysa Kulinich

Life before the occupation. Born in the Poltava region, graduated from the Sumy Agrarian University, since 2001 she has worked at the Crimean branch of the State Property Fund of Ukraine.

Cooperation with the occupation regime. She is of the key figures responsible for the large-scale looting of property in Crimea. She controls the process of so-called “nationalization”, which is essentially an illegal confiscation of everything from private estates of Ukrainians to businesses and state property of Ukraine. She is actively involved in the distribution of illegally alienated land, in particular, allocating it to participants in the Russian invasion (“heroes of the special military operation”). Her “achievements” are destroyed property, forced relocation of people, enrichment of the occupiers and collaborators at the expense of the rightful owners.

Olha Slavhorodska

Life before the occupation. She worked in Ukrainian government agencies, holding the position of deputy head of the State Environmental Inspectorate of Crimea.

Activities after 2014. She joined the occupiers and became the so-called “Minister of Ecology”. She used her experience in Ukrainian government agencies to establish and strengthen Russian control over the peninsula's natural resources. Her activities and signatures on documents legitimize the Russian plunder of Crimea's natural resources.

Roman Khitushchenko

Life before the occupation. A native of Simferopol, he worked as a chief specialist of the Ministry of Finance of the Autonomous Republic of Crimea until 2014.

Cooperation with the occupation regime. Holds the position of the so-called “acting Minister of Economy” in the occupation administration. He is the manager of fake economic activity. His reports on “1370 FEZ (free economic zone) projects” and all statistics are a fiction aimed at creating the illusion of “development” and “prosperity” of Crimea under Russian rule.

Denys Kratiuk

Life before the occupation. A native of Crimea, a mechanical engineer by education. Worked at the State Center for Soil Protection.

Collaborated with the occupation regime. He served as the head of a district and later became the so-called “Minister of Agriculture”. His activities demonstrate the ineffectiveness of Russian governance (food shortages and poor quality on the peninsula), but at the same time, are aimed at imposing Moscow's agricultural policy. His proposal to take away diplomas from graduates of agricultural universities who do not work in their specialty is an attempt to introduce elements of a new serfdom under the guise of “self-sufficiency.” This is part of the policy of controlling the population and resources.

Valentyna Lavryk

Life before the occupation. The native of Vinnytsia region worked in Simferopol as a teacher of the Ukrainian (!) language and a principal of a Ukrainian (!) gymnasium.

Cooperation with the occupation regime. She joined the occupiers and became the so-called “Minister of Education”. She is an active ideologue and implementer of the militarization of the educational process, the author of programs to “educate patriots of the Russian Federation” and a curator of cadet classes. She initiated the reduction of the Ukrainian language up to the complete ousting of the Ukrainian language from the educational program. She turned a Ukrainian gymnasium into a tool of Russian propaganda. Participated in the abduction of Ukrainian children.

Oleh Shapovalov

Life before the occupation. Born in Nikopol, graduated from Kharkiv Law Institute, worked as a judge and lawyer in Simferopol.

Cooperation with the occupation regime. He joined the occupiers and became the so-called “Minister of Justice”. He is a public supporter of the Russian invasion and an active participant in the implementation of Russian legislation in the occupied territory. His “work” is to destroy the legal field of Ukraine in Crimea and integrate the peninsula into the legal system of the Russian Federation. 

These people are only a small part of the extensive occupation administration of Crimea. We will tell you about the rest of its members, and we will try not to forget any collaborators, because their activities illustrate the criminal nature of the Russian regime in the occupied territories. They are accomplices of the aggressor, whose actions lead to the suffering of Ukrainian citizens, the destruction of Ukrainian identity, and the plundering of Ukrainian resources. I am confident that each of the collaborators will be brought to justice by the Ukrainian authorities.
